Article I Incorporation

Section 1
This organization is incorporated under the laws of the State of New Jersey and is known as the Ocean County Mayors’ Association. The principal mailing of the Ocean County Mayors’ Association shall be Post Office Box 896, Island Heights, New Jersey 08732-0896.

Rules for the Siddons, Corby, and Petracco Scholarships

Article II Purpose

Section 1
The Ocean County Mayors’ Association is organized to support the interest, goals and concerns of each municipality in Ocean County as represented by the Mayor of each community. The Ocean County Mayors’ Association further shall serve as a forum for addressing issues affecting Ocean County and issues affecting each municipality within the County.
Section 2
The Ocean County Mayors’ Association is intended to exemplify the American political system, and shall exert its full facilities and influence to ensure that this system shall endure.
Section 3
The Ocean County Mayors’ Association shall assist wherever possible with the educational goals of the students living within Ocean County, including but not limited to scholarship programs.

Article III Membership

Section 1
Any Mayor, Deputy Mayor or Council President of an Ocean County municipality in good standing shall be a member of the Ocean County Mayors’ Association. Members may appoint one elected governing body official from that member’s municipality to attend Mayors’ Association meetings. Each municipality shall be entitled to two (2) votes; representing the mayor and one from the appointed elected governing body official.
Section 2
New members shall be accepted at any regular meeting of the Association.
Section 3
Membership Standing Members in good standing shall consist of members who have paid dues to the Ocean County Mayors’ Association.
Section 4 – Alternates
The Mayor may appoint one municipal official from that member’s municipality to attend Mayors’ Association meetings in their absence. Each individual member or that Mayors’ representative shall have one vote.
Section 5 – Dues
The Association shall, by a vote of the membership, prescribe membership dues. Dues shall be paid annually on or before the first day of January of each year.
Section 6 – Termination of Membership
Terms of members of the Association shall be concurrent with each member’s term of office as a Mayor; or in the case of an executive officer until the next annual association election.
Section 7 – Honorary Membership
All County, State, Federal elected officials and Immediate past president of the Association shall be honorary members.

Article III Membership Continued

Section 8 – Associate Members
Any former member (mayor or governing body official) shall be considered an associate member. The Association shall establish dues for associate memberships. These associate members may serve on Association committees.
Section 9 – Corporate (Organizational) Membership
Upon application to the Association, corporate (organizational) memberships shall be available to those organizations, businesses, or institutions, which provide services for the welfare of the County, or the municipalities thereof. Corporate (organizational) memberships shall also be available to philanthropic, charitable, large institutional employers within Ocean County to provide these institutions or organizations with a forum for addressing specific issues of concern. The Association shall establish dues for corporate (organizational) memberships. These corporate members may serve on Association committees.

Article IV Officers

Section 8 – Election
The Officers of this Association shall constitute and consist of a President, Vice President, Second Vice President, Secretary and Treasurer. They shall be chosen annually and elected by a majority of the votes cast. Nominations will be made and voted on at the regular meeting in February. The President and Vice Presidents must be a Mayor, Deputy Mayor or Council President. The Secretary and Treasurer may be any voting member in good standing.

Section 2 – Vacancies
The Officers of this Association shall constitute and consist of a President, Vice President, Second Vice President, Secretary and Treasurer. They shall be chosen annually and elected by a majority of the votes cast. Nominations will be made and voted on at the regular meeting in February. The President and Vice Presidents must be a Mayor, Deputy Mayor or Council President. The Secretary and Treasurer may be any voting member in good standing.
Section 3 – Powers and Duties
The powers and duties of the Officers shall be such as their titles by general usage would indicate and such as may be assigned to them by the Association.
Section 4 – Terms of Office
The terms of office for Officers shall continue for one year, or until their successors are elected. Except as otherwise indicated, all officers must be members in good standing.
Section 5 – Trustees
There shall be seven (7) trustees who shall be elected annually. Trustees may be Associate members in good standing. The trustees shall select a chairperson.

Article V Audit & Fund Raising

Section 5
A compilation report is to be presented to the Board of Trustees at a meeting prior to June 30th of each year, for the prior fiscal year.
Section 2
A) No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in the purpose clause hereof. No substantial part of the activities of the organization shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in or intervene in (including the publishing or distribution of statements) any political campaign on behalf of any candidate for public office. Notwithstanding any other provision of this document, the organization shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from federal income tax under section 501 (c) (3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or by an organization, contributions to which are deductible under section 170 (c) (2) of the Internal Revenue Code, or corresponding section of any future federal tax code.
B) Upon the dissolution of the organization, assets shall be distributed for one or more exempt purposes within the meaning of section 501 (c) (3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or shall be distributed to the federal government, or to a state of local government, for public purpose. Any such assets not disposed of shall be disposed of by the Court of Common Pleas of the county in which the principal office of the organization is then located, exclusively for such purposes or to such organization or organizations, as said Court shall determine, which are organized and operated exclusively for such purposes.

Article VI Committees

The President shall preside at all meetings, and shall be responsible for the appointment of committees. He shall be an ex-officio member of all committees.
Section 1 – Formal Action
A compilation report is to be presented to the Board of Trustees at a meeting prior to June 30th of each year, for the prior fiscal year.

Article VII Meetings

Section 1 – Meetings
The President or majority of the Officers may call a meeting of the general membership at any time they may deem it necessary and advisable. There will also be a regular monthly meeting held as scheduled by the President during the winter months. The Association will suspend meetings during the summer months (July and August). In the event that the regular monthly meeting cannot be held as scheduled, the President shall choose alternate dates. Notices shall be sent out for all meetings and special events.

Article VIII Amendments

Section 1 – Amendments
The members at any meeting with a majority vote may amend the bylaws. A proposed amendment must be presented to the membership in writing. That amendment shall be referred to the by-law committee, which shall meet and make a recommendation on any proposed amendments. Amendments will therefore be held until the next regular meeting date. Amendments shall become effective if approved by a majority vote of the members present at the meeting.

Section 1 – Parliamentary Procedure
All parliamentary questions shall be determined in accordance with the rules in Roberts Manual of Parliamentary Procedure.

Section 12 – Particular Committees
A) Publicity and Membership Committee – This committee shall be responsible for the issuing of suitable publicity relative to the activities of maintaining active participation of the elected Mayors, getting active participation of former Mayors, and getting new corporate (organizational) members for the Association. The Second Vice President shall be Chair Person of this committee.
C) Legislative Committee – This committee shall be responsible for reviewing pending legislation, advising the Association of pending or inactive legislation which might be of concern to the Association, and for suggesting changes and providing comments concerning pending legislation and administrative regulations. This committee shall also provide periodic updates on the status of the legislation and regulation adoption. The Vice President and Secretary shall be Co-Chair Persons of this committee. Other members of this committee shall include Ocean County representatives to New Jersey State League of Municipalities and New Jersey Conference of Mayors.
D) Program and Planning Committee – This committee shall be responsible for the planning of monthly meetings, as well as the planning of the Association activities. The President and Vice President shall be Co-Chair Persons of this committee.
E) Nominating Committee – This committee shall consist of a committee chair and two (2) members. The President shall appoint the committee chair and two members in December. The nominating committee may consist of any elected governing body official, providing the member is in good standing. The committee chair or designee shall present a slate of Officers at the January meeting. The slate shall be voted upon at the annual meeting in February.
F) Public and Community Relations Committee – This committee shall be in charge of the Ocean County Mayors’ Association programs that benefit the communities, individuals, and organizations with Ocean County. The Officers of the Association shall serve on this committee.

One of the main functions of the Ocean County Mayors’ Association is the scholarships that the OCMA provides to high school seniors.

The scholarship program was developed by the late Mayor William T. Hornidge of Beachwood, the late Mayor David M. Siddons of Island Heights, and Mayor Emeritus Russell Corby of Pine Beach.
Funding was initially provided by a golf outing held the last Thursday in August each year. With this fundraising effort, the OCMA has developed the premier scholarship program in Ocean County and has provided over $634,000.00 in scholarships. Corporate sponsors and advertisers in the Golf Digest have made this scholarship program an unqualified success.
The scholarships are broken down as follows:
1.) Each year, the general scholarship provides:
a.) One $1,000 scholarship to a senior from each of the county’s 20 high schools.
b.) Two $1,000 scholarships, four $500.00 scholarships to vo-tech students going on to future vo-tech training.
c.) The William T. Hornidge Memorial Scholarship, David M. Siddons Memorial Scholarship, Russell K. Corby Scholarship, and the Arthur P. Petracco Memorial Scholarship. See Rules for the Siddons, Corby, and Petracco scholarships above.
2.) An annual award of $5,000 to Ocean County College for their scholarship fund. These scholarships are awarded to entering freshmen based on the college’s criteria for need.
The general scholarships and the vo-tech scholarships are determined by the Ocean County Superintendent of Schools’ Roundtable. Applications for these scholarships may be obtained by high school seniors from their high school guidance office, or online at www.ocmayors.com. (click on Scholarshop Application above.) The scholarships are awarded the middle of May at the Ocean County Superintendent’s Roundtable Student Recognition Breakfast. A completed application must be returned to the student guidance counselor to then submitted to Louise Brummer, Southern Regional School District, 105 Cedar Bridge Road, Manahawkin, NJ 08050 no later than March 16, 2018 or email to [email protected].
In addition to these scholarships, some private donors have expressed interest in setting up endowment scholarships. The OCMA, which has been designated as a 501c3 organization, will help these donors set up the guidelines for their scholarships.

In the early years of the golf outings, Bill Hornidge had a statement that set forth the reason for the golf outings and the hard work that was associated with it. “This one’s for the kids”.
