Representative Runyan brought the mayors up to date on a number of issues in what will probably be his last appearance before the mayors as a sitting congressman. He has announced that he will not run for re-election this year. On his first visit with the mayors in January of 2012, Jon said he was frustrated by partisanship and the failure of legislators to find common ground and build on it. He had a different, more upbeat message this time around. In recent months, he said, the House of Representatives seems to be overcoming partisan paralysis. Partisanship is still there, of course, but House members, he said, have been able to make progress on critical issues such as the budget. Still, some House members rather than working to resolve recurring issues, support short-term actions to make sure that the issues come up again and again, Jon said. Similarly, he noted, some of the outside groups that influence Congress fire up their fund-raising base by fueling controversy.
